Telangana Government Pledges Enhanced Worker Protections and Skill Development

Hyderabad: On the occasion of May Day celebrations held at Ravindra Bharathi, Labour and Mines Minister Dr. G. Vivek Venkatswamy underscored the state government's dedication to safeguarding worker interests and expanding welfare initiatives throughout Telangana.
The event drew attendance from Tourism Minister Jupally Krishna Rao, Bellampalli MLA G. Vinod, Peddapalli MP Gaddam Vamshi Krishna, representatives from labour organisations, and administrative officials.
Historical Context and Progress
Dr. Venkatswamy reflected on the challenging conditions workers endured historically, noting that they faced exploitation, excessive working hours, and the absence of wage protections. He credited earlier generations of leaders and labour movements, including those led by his father, former Union Minister Kaka Venkataswamy, with establishing the foundational protections workers enjoy today.
The Minister observed that labour relations have evolved positively in recent times, with management and workers increasingly operating within cooperative frameworks. This shift, he suggested, positions the state favourably for advancing its economic ambitions.
Skill Development and Employment Initiatives
Dr. Venkatswamy emphasised that realising the nation's target of a $3 trillion economy by 2047 demands coordinated action across sectors. Central to this vision is investing in worker skill enhancement. Currently, approximately 20,000 young people are enrolled in training programmes across 120 Advanced Technology Centres distributed throughout the state, with special consideration given to workers' children.
The government has also prioritised agricultural training courses designed to boost productivity and create fresh employment avenues. Through TOMCOM, the Labour department has allocated ₹90 crore to facilitate youth training and international job placements, particularly in countries like Germany.
Expanded Welfare Measures
A significant announcement involved strengthening protection for construction workers, with insurance coverage being raised from ₹5 lakh to ₹10 lakh. The Minister committed to targeted welfare initiatives benefiting hamalis, or manual labourers.
The state has enacted legislation to provide legal safeguards for workers in the gig and platform economy, a development the Minister linked to the policy direction advocated by Rahul Gandhi. Additionally, the government is enhancing healthcare services through the ESI scheme while working to broaden its reach.

Tourism Minister Jupally Krishna Rao highlighted workers' indispensable role in nation-building, cautioning that their contributions cannot be adequately repaid through compensation alone. He advocated for society to accord workers the same respect and support extended to family members, stressing that legislative frameworks require a foundation of human compassion.
Peddapalli MP Gaddam Vamsi Krishna referenced Dr. B.R. Ambedkar's constitutional emphasis on worker rights, noting that the eight-hour workday standard remains a guiding principle. He expressed confidence that the 120 Advanced Technology Centres will generate significant employment opportunities and pledged to champion worker concerns at the national legislative level.
The event was attended by Labour Secretary Dasari Harichandana, Labour Commissioner Pamela Satpathy, labour union representatives, and a substantial gathering of workers from across the state.
