Final-Year Students Challenge TGPSC's Qualification Cutoff Policy

Hyderabad: Job aspirants have called on the Telangana Public Service Commission to revisit its eligibility cutoff date requirements, contending that the current framework bars thousands of final-year degree and postgraduate students from competing for government positions despite weeks remaining in application periods.

The core issue centres on TGPSC's practice of establishing cutoff dates for educational qualifications prior to launching the online application process in multiple recent recruitment drives. This timing creates a bottleneck: students who have sat their final examinations but are awaiting results or certificates find themselves ineligible, even if they ultimately obtain their qualifications before applications close. Candidates have petitioned both the state administration and TGPSC to modify this approach and extend eligibility to final-year students.

Jobseekers have identified two significant complications with the existing arrangement. The first involves applicants whose examination results arrive after the designated cutoff date—they remain barred from applying even if they secure their certificates well before the application deadline expires. Second, candidates face the prospect of forgoing recruitment opportunities for extended periods, as government job notifications emerge sporadically rather than on a regular schedule.

Comparison with UPSC Standards

The protesting candidates have highlighted how the Union Public Service Commission operates differently. UPSC permits final-year degree students and those awaiting examination results to apply for the Civil Services Preliminary Examination. The same flexibility extends to final-year MBBS candidates who have not yet finished their internships. These applicants need only furnish their educational credentials during the document verification and interview stages.

Representatives of the Unemployed Joint Action Committee have questioned why TGPSC has not embraced a similar model, particularly given UPSC's standing as India's premier recruitment institution. They argue that shifting to an application deadline-based cutoff mechanism would benefit eligible students without disrupting the recruitment workflow.

Recent notification cycles underscore the concern. The Diet Lecturer recruitment notice, released on June 18, designated the same date as the cutoff, though the application window extends from June 24 through July 29. The Deputy Educational Officer notification issued June 5 set June 5 as the eligibility threshold, while applications are accepted between June 12 and July 19. The Assistant Executive Engineer recruitment in the Roads and Buildings Department similarly fixed June 2 as the cutoff date despite accepting applications from June 8 to July 15.
