Hyderabad — The Telangana State Human Rights Commission has stepped in to address complaints of improper fee collection practices at private educational institutions, with a recent order targeting advance fee demands in the Boduppal area.

Headed by Justice Shameem Akther, the Commission investigated a grievance concerning fee structures for the 2026–2027 academic year. The complaint centered on a private school's practice of requiring parents to pay 50 percent of the total annual fee upfront, in addition to demanding advance payments for textbooks and uniforms.

The Commission found such practices to be arbitrary and contrary to established legal frameworks. Officials noted that advance fee collection contradicts principles designed to prevent the commercialisation of education, particularly given that education is enshrined as a fundamental right under Article 21 of the Constitution.

The ruling emphasized that schools must not operate as profit-maximizing enterprises. The Commission also flagged concerns about the financial hardship such upfront payments impose on families, as well as the absence of adequate transparency in how schools procure educational materials.

In response, the Commission has directed the District Educational Officer of Medchal-Malkajgiri to enforce existing fee regulations and ensure that schools implement phased fee collection systems. District authorities have also been instructed to increase oversight of private institutions to monitor compliance with fee norms.

Under the Protection of Human Rights Act, 1993, the Commission has requested a comprehensive action-taken report within a specified timeframe. The case has since been closed following the issuance of these directives.

The order is anticipated to provide financial relief to parents currently burdened by upfront fee demands. It also serves as a cautionary message to private schools regarding the legal limits on advance fee collection practices.
