The Telangana government has cleared special remission for 92 individuals serving life sentences, implementing newly established permanent guidelines aligned with Supreme Court instructions on prisoner release procedures.

The action stems from a Supreme Court ruling delivered on February 18, 2025, in the Sonadhar versus State of Chhattisgarh case, which mandated that state administrations develop enduring policies and fixed timelines for considering premature release of qualifying inmates.

In response, Telangana's Home Department issued Government Order Ms. No.126 on October 27, 2025, creating permanent remission guidelines with designated review dates. The framework establishes three assessment windows annually—on February 1, June 1, and October 1—for evaluating prisoner eligibility.

Multi-stage Review Process

The Prisons Department compiled a roster of eligible life convicts as of February 1, 2026, based on departmental guidelines. Jail leadership at individual facilities prepared initial recommendations, which underwent verification by a committee of senior police officers.

A standing committee comprising the Special Chief Secretary overseeing Home affairs, the Law Secretary, and the Director General of Prisons subsequently examined all proposals. Following approval from Chief Minister A. Revanth Reddy and the Cabinet, the recommendations proceeded to Governor Jishnu Dev Varma for final consideration.

Governor Varma convened a meeting on Wednesday to assess the submission from the Prisons Department. Director General of Prisons and Correctional Services Dr Soumya Mishra and Inspector General of Prisons N. Murali Babu participated in the deliberations. The Governor's office subsequently endorsed the proposed list for remission.

Composition of Remission Group

Among the 92 individuals approved for special remission, 86 are male prisoners and six are female prisoners.

This action represents the second major remission grant under the state's revised framework. In July 2024, the government had previously approved remission for 213 convicts through Government Order Ms. No.37, comprising 178 male and 35 female prisoners, who were subsequently released.

Rationale for the Policy

State prison officials emphasize that systematic release of eligible inmates based on demonstrated good behavior serves multiple objectives. The process is expected to alleviate overcrowding within correctional facilities while simultaneously reflecting humanitarian principles embedded within Supreme Court guidelines governing prisoner management and rehabilitation.
