Revenue Minister Accelerates Sadabainama Application Processing Across Telangana

Hyderabad: Revenue Minister Ponguleti Srinivasa Reddy has instructed government officials to speed up the processing of outstanding Sadabainama applications and deliver prompt support to qualifying applicants across Telangana.

Speaking during a teleconference with revenue department personnel on Monday, the minister emphasized that the government remains dedicated to offering legal safeguards and assured ownership rights for agricultural land. He highlighted that resolving land disputes has been placed at the forefront of the administration's agenda under Chief Minister A. Revanth Reddy's leadership.

Since the Bhubharati Act took effect on April 14, 2025, approximately 3.65 lakh passbooks have been distributed throughout the state, Ponguleti noted. The government has streamlined procedures to enable farmers to obtain passbooks promptly following application submission, he added.

The minister also directed officials to render assistance without requiring citizens to make multiple trips to revenue offices.

Pilot Programme Progresses Smoothly

Ponguleti reviewed the rollout of survey-map-linked registrations being tested across five mandals. Officials confirmed the system is operating effectively, prompting him to instruct them to prepare for expansion to the next phase.

The government plans to roll out the comprehensive Bhubharati system across one mandal in each district as part of this expansion.

Clearing the Application Backlog

During the meeting, the minister examined progress on pending Sadabainama cases statewide. According to officials, notices have been sent to 6 lakh applicants from the 9.25 lakh applications received in total.

He instructed them to send notices for the remaining applications over the following fortnight. Once the mandatory 30-day waiting period concludes, officials are to move forward with processing eligible cases.

Criticism of Previous Administration

Ponguleti took issue with the preceding government's inaction on Sadabainama matters. He pointed out that the 2020 Record of Rights Act contained insufficient measures to handle such applications, leaving numerous applicants in difficult circumstances.

The current government has revised the regulations on Chief Minister Revanth Reddy's directive, he stated. These amendments, according to the minister, are facilitating equitable outcomes for deserving applicants.
