Hyderabad Metro Rail has secured a significant financial restructuring through a Rs 13,527 crore refinancing arrangement with the Indian Railway Finance Corporation (IRFC). The term loan agreement with L&T Metro Rail (Hyderabad) Limited is designed to retire existing debt obligations tied to the metro project.

Industry observers have characterized the transaction as among the most substantial refinancing initiatives undertaken in India's urban mass transit landscape.

The pact was formalized in New Delhi, with IRFC CMD and CEO Manoj Kumar Dubey and Telangana Chief Secretary K. Ramakrishna Rao present at the signing ceremony.

The financing structure spans two decades with quarterly payment schedules. Notably, the arrangement waives processing fees, commitment charges, and penalties for early repayment.

Existing non-convertible debentures, commercial papers, and term loans associated with the metro project will be refinanced through these funds.

Transfer to State Control and Expansion Support

The refinancing initiative is expected to ease the financial pressures on Hyderabad Metro while bolstering the project's viability over the long term. Upon completion of the agreement, L&T Metro Rail Hyderabad Limited will transition entirely into Telangana government ownership, positioning Hyderabad Metro as a state-controlled public transport service.

The package incorporates credit protections including a Telangana government guarantee, an unconditional undertaking, and an RBI-facilitated direct debit mechanism.

Authorities have indicated that this financial restructuring will facilitate upcoming developmental initiatives, including Phase-I extension projects and additional metro corridors across Hyderabad.

IRFC CMD Dubey noted that the agreement exemplifies IRFC's expanding involvement in funding substantial infrastructure undertakings across sectors beyond railways.

Telangana Chief Secretary Ramakrishna Rao emphasized the state government's commitment to advancing Hyderabad's transport infrastructure under Chief Minister A. Revanth Reddy's administration. He underscored that expanded metro connectivity would mitigate urban congestion challenges and foster more sustainable mobility solutions for residents.

Ramakrishna Rao extended gratitude to the central government, IRFC, L&T, and Hyderabad Metro Rail Limited teams for facilitating the refinancing arrangement.
