BRS Petitions Governor Against PACS Nomination Plan, Demands Electoral Process

Hyderabad — The Bharat Rashtra Samithi (BRS) has called on Governor Shiv Pratap Shukla to prevent the state government from appointing members to Primary Agricultural Cooperative Societies (PACS) through nominations, arguing instead for a full electoral process.
A BRS delegation, headed by Opposition Leader in the Legislative Council Madhusudhana Chary, presented its concerns to the Governor at Lok Bhavan on Saturday, accompanied by a written memorandum detailing the party's position.
Speaking to the media afterward, Chary outlined the party's grievances. He contended that the state administration intends to fill PACS vacancies via nominations without adhering to established procedural norms, which he characterized as a breach of cooperative society regulations.
Chary noted that PACS chairpersons were elected in 2020 with terms scheduled to conclude in 2025. According to the BRS leader, the government then extended these tenures by half a year. He alleged that authorities now seek to circumvent the electoral mechanism entirely by resorting to nominations.
The BRS has characterized the nomination approach as a mechanism to benefit favoured candidates while sidelining the democratic process. The delegation consequently urged the Governor to intervene and halt any measures related to PACS nominations.
Chary reported that the Governor committed to seeking legal counsel regarding the matter and indicated he would take appropriate steps following a thorough review of the situation.
"The state government is operating outside the bounds of established regulations. Filling PACS positions through appointments rather than elections violates both procedure and fundamental principles of institutional integrity," Chary stated.
The BRS has emphasized that cooperative institutions must conduct elections to select their leadership. The party maintains that bypassing elections in favour of nominations would undermine democratic principles within these organizations.
