Telangana's Waste Management Innovations Take Centre Stage at National Forum

Telangana's waste management transformation took the spotlight at a national-level review gathering in the capital this week. Deputy Chief Minister Bhatti Vikramarka Mallu presented the state's approach to urban sanitation at the National Review Meeting on Swachh Bharat Mission–Urban 2.0, held at Vigyan Bhavan in New Delhi on Tuesday.

The two-day conference, inaugurated by Union Minister for Housing and Urban Affairs Manohar Lal Khattar, brought together senior administrators and elected representatives from across the country. The first day's discussions encompassed sanitation infrastructure, waste processing technologies, energy generation from waste, and urban cleanliness frameworks, with participating states exchanging their experiences in managing municipal waste.

Vikramarka underscored Telangana's commitment to sustainable urban growth through its Vision-2047 framework, which follows the CURE, PURE and RARE development model. This approach aims to ensure balanced progress across urban, semi-urban and rural areas.

The deputy chief minister connected solid waste management directly to climate action, environmental protection and economic growth. He noted that Telangana had already begun implementing several measures outlined in the recently notified Solid Waste Management Rules-2026, particularly focusing on four-way segregation at source, distributed waste processing facilities and scientific restoration of existing dump sites.

Among the state's flagship initiatives, Vikramarka highlighted the planned deployment of approximately 9,596 electric Swachh Auto Tippers across urban areas. These vehicles will incorporate QR-code tracking systems to enhance waste collection efficiency and transparency.

The state is prioritising a decentralised approach to waste handling, with wet waste being processed locally and dry waste channelled into recycling networks. A significant emphasis has been placed on remediating legacy dump yards. The Jawaharnagar site is receiving technical guidance from Indian Institute of Technology Bombay, while the Autonagar facility has undergone biomining operations processing nearly 22 lakh metric tonnes of waste, with approximately 30 percent already processed. Vikramarka stated that reclaimed land from these sites would be repurposed as parks, sports grounds and community facilities.

During the 99-Day Praja Palana–Pragathi Action Plan, urban municipalities conducted intensive sanitation operations across Telangana. These efforts resulted in clearing 1,000.72 metric tonnes of construction waste and removing garbage hotspots. Authorities also initiated e-waste collection programmes and piloted QR-enabled monitoring for waste vehicles.

The state is developing an Eco-Town project at Bandaraviryala and Siddapur, drawing inspiration from Japan's Kitakyushu model, to strengthen its circular economy framework. Vikramarka reiterated Telangana's aspiration to achieve a 3 trillion dollar economy while contributing to India's broader target of becoming a 30-35 trillion dollar economy by 2047.

The deputy chief minister credited the state's improved performance in Swachh Survekshan rankings to the dedication of citizens, waste workers and municipal bodies. He advocated for a "War on Waste – Waste to Wealth" paradigm that transforms waste management into a wealth-generating sector and proposed incorporating waste segregation and cleanliness education in school curricula from primary levels.

Vikramarka appealed to the central government for financial assistance, particularly viability gap funding, to support recycling infrastructure and waste-to-energy projects. The meeting was also attended by Union Minister of State Tokhan Sahu, along with senior state officials including Municipal Administration and Urban Development Special Chief Secretary Jayesh Ranjan, Chief Minister's Secretary Manik Raj and GHMC Commissioner R.V. Karnan.
