Welfare Minister Mandates Transparent Transfer Process for Department Staff

Hyderabad: Welfare Minister Adluri Laxman Kumar has instructed department officials to execute staff transfers with complete transparency while minimising disruption and disputes among employees.
During a meeting at the Dr B. R. Ambedkar Secretariat on Wednesday, the minister emphasised that officials must place employee convenience, fairness, and transparent procedures at the centre of all transfer decisions.
Representatives from TGSWREIS, TGTWREIS, Ashram schools, the Scheduled Castes Development Department, and the Department for Empowerment of Persons with Disabilities participated in the discussions.
The minister highlighted the need to give priority consideration to employees who have completed extended tenures in isolated or remote locations when determining new postings. He also directed officials to handle cases involving spouse relocations and staff facing medical challenges with appropriate sensitivity.
Officials have been tasked with developing comprehensive transfer guidelines and ensuring these are made readily available to all employees. The minister further called for greater reliance on digital mechanisms in the transfer process to minimise human involvement and potential irregularities.
To address grievances expeditiously, the minister ordered the establishment of a dedicated grievance resolution cell. He underscored that the transfer exercise must proceed free from external pressure and personal considerations.
The minister also directed officials to maintain appropriate staffing levels across Gurukul institutions to safeguard the quality of teaching and learning. He advocated for special attention to women staff members, employees with disabilities, and senior personnel during transfers.
Officials raised concerns regarding the impact of GO 370 on Gurukul institutions and highlighted implementation challenges with GO 190. The minister responded by directing a thorough examination of GO 190's feasibility for comprehensive implementation, with a focus on preventing any injustice to employees.
According to the minister, fostering a harmonious and employee-centric workplace environment would ultimately strengthen educational standards across welfare institutions.
